ORTT -- read twice and ordered printed, and when printed to be committed to the Committee on Rules -- committee discharged, bill amended, ordered reprinted as amended and recommitted to said committee AN ACT to establish a workgroup to examine and make recommendations on the security and protection of New York national guard recruiting centers THE PEOPLE OF THE STATE OF NEW YORK, REPRESENTED IN SENATE AND ASSEM- BLY, DO ENACT AS FOLLOWS: 1 Section 1. 1. The division of military and naval affairs shall estab- 2 lish a workgroup to examine and make recommendations on the security and 3 protection of New York national guard recruiting centers from terrorist 4 attacks. 5 2. The workgroup shall consist of 13 members as follows: the adjutant 6 general of the division of military and naval affairs, the chair of the 7 senate committee on veterans, homeland security and military affairs, 8 the commissioner of the division of homeland security and emergency 9 services, the chair of the assembly committee on veterans' affairs, the 10 superintendent of state police, four members appointed by the governor, 11 two members appointed by the temporary president of the senate and two 12 members appointed by the speaker of the assembly. The adjutant general 13 of the division of military and naval affairs shall serve as chair of 14 the workgroup. All appointees shall have expertise in the fields of 15 public safety, terrorism, or military affairs. Members of the workgroup 16 shall receive no compensation for their services, but shall be allowed 17 actual and necessary expenses incurred in the performance of their 18 duties. 19 3. The workgroup shall examine and make recommendations on issues 20 including: EXPLANATION--Matter in ITALICS (underscored) is new; matter in brackets [ ] is old law to be omitted. LBD11802-03-5 S. 6021--A 2 1 a. Providing sidearms or issuing permits to carry a concealed firearm 2 to full-time New York national guard personnel employed at recruiting 3 centers; 4 b. Improving and strengthening building security through the installa- 5 tion of metal detectors, bulletproof glass, video surveillance equipment 6 and barricades to limit vehicle access at national guard recruiting 7 centers and at ROTC facilities; 8 c. Relocating recruiting centers to armories or other secure 9 locations; and 10 d. Any additional measures deemed necessary by the workgroup to 11 protect employees, recruits, visitors and any other individuals at New 12 York national guard recruiting centers and ROTC facilities. 13 4. The workgroup shall convene by March 1, 2016 and shall issue recom- 14 mendations no later than December 31, 2016, and shall issue periodic 15 reports with recommendations thereafter. 16 5. The division of military and naval affairs shall consider the 17 recommendations of the workgroup and shall be authorized to take such 18 steps necessary to expeditiously implement such recommendations includ- 19 ing adoption of conforming regulations. 20 6. The workgroup shall issue a report on an annual basis to the tempo- 21 rary president of the senate, the speaker of the assembly, the chair of 22 the senate committee on veterans, homeland security and military affairs 23 and the chair of the assembly committee on veterans' affairs. 24 S 2. This act shall take effect immediately.
