AN ACT to amend the highway law, the environmental conservation law, and
the public authorities law, in relation to designating "The Governor
Malcolm Wilson Tappan Zee Bridge" as "The Franklin and Eleanor Roose-
velt Bridge"
THE PEOPLE OF THE STATE OF NEW YORK, REPRESENTED IN SENATE AND ASSEM-
BLY, DO ENACT AS FOLLOWS:
1 Section 1. Subdivision 2 of section 349-a of the highway law, as
2 amended by chapter 530 of the laws of 1993, is amended to read as
3 follows:
4 2. The Hudson section. Beginning at the northerly end of the southern
5 Westchester connection at or near Tuckahoe road, thence in a general
6 northerly and westerly direction crossing the Hudson river at a point
7 south of Highland Falls, which crossing shall be known as "The [Governor
8 Malcolm Wilson Tappan Zee] FRANKLIN AND ELEANOR ROOSEVELT Bridge",
9 thence in a general westerly direction to intersect with existing route
10 number seventeen or to a connection with that route, including a thruway
11 connection from that portion of the section west of the Hudson river,
12 generally southerly to a point to be determined by the authority on the
13 New York-New Jersey boundary line.
14 S 2. Section 342-ww of the highway law, as added by chapter 245 of the
15 laws of 2001, is amended to add as follows:
16 S 342-ww. Portion of the New York state thruway to be designated as
17 the "Jewish War Veterans Memorial Highway". All that portion of the New
18 York state thruway in the county of Rockland constituting interstate
19 route 287 from the New Jersey border to "The [Governor Malcolm Wilson
20 Tappan Zee] FRANKLIN AND ELEANOR ROOSEVELT Bridge" shall be designated
21 and known as the "Jewish War Veterans Memorial Highway".
22 S 3. Section 13-0103 of the environmental conservation law, as amended
23 by chapter 530 of the laws of 1993, is amended to read as follows:

1 S 13-0103. Marine and coastal district described.
2 The marine and coastal district shall include the waters of the Atlan-
3 tic Ocean within three nautical miles from the coast line and all other
4 tidal waters within the state, including the Hudson River up to the
5 [Governor Malcolm Wilson Tappan Zee] FRANKLIN AND ELEANOR ROOSEVELT
6 bridge.
7 S 4. Subdivision 1 of section 13-0307 of the environmental conserva-
8 tion law, as amended by chapter 327 of the laws of 1999, is amended to
9 read as follows:
10 1. The department periodically shall examine all shellfish lands with-
11 in the marine district and the Hudson River between the [Governor
12 Malcolm Wilson Tappan Zee] FRANKLIN AND ELEANOR ROOSEVELT bridge and the
13 federal dam at Troy to ascertain the sanitary condition thereof in
14 accordance with regulations promulgated pursuant to section 13-0319 of
15 this title.
16 S 5. Subdivision 2 of section 356 of the public authorities law, as
17 amended by chapter 530 of the laws of 1993, is amended to read as
18 follows:
19 2. The Hudson section. Beginning at the northerly end of the southern
20 Westchester connection at or near Tuckahoe road, thence in a general
21 northerly and westerly direction crossing the Hudson river at a point
22 south of Highland Falls, which crossing shall be known as "The [Governor
23 Malcolm Wilson Tappan Zee] FRANKLIN AND ELEANOR ROOSEVELT Bridge",
24 including a highway connection between "The [Governor Malcolm Wilson
25 Tappan Zee] FRANKLIN AND ELEANOR ROOSEVELT Bridge" and the New England
26 section of the thruway presently known as interstate route two hundred
27 eighty-seven, thence in a general westerly direction to intersect with
28 existing route number seventeen or to a connection with that route,
29 including a thruway connection from that portion of the section west of
30 the Hudson river, generally southerly to a point to be determined by the
31 authority on the New York-New Jersey boundary line.
32 S 6. This act shall take effect immediately.
