        AN ACT to amend the vehicle and traffic law, in  relation  to  directing
          the  commissioner  of  motor  vehicles  to provide certain services on
          Fishers Island for a limited period of time

          The People of the State of New York, represented in Senate and  Assem-
        bly, do enact as follows:

     1    Section  1.  Section  206  of the vehicle and traffic law, as added by
     2  chapter 141 of the laws of 1969, is amended to read as follows:
     3    § 206. Deputization of agents. 1. The commissioner may, in his or  her
     4  discretion,  deputize any person to act for the commissioner, subject to
     5  rules and limitations prescribed by him or her, for the purpose of issu-
     6  ing or renewing licenses, registrations  and  number  plates.  Any  such
     7  license,  registration  or  number  plate  so issued or renewed shall be
     8  subject to cancellation by the commissioner, if improperly issued.  Such
     9  deputies  shall  not  receive  compensation  from  the  state under this
    10  [section] subdivision, and no fee in addition to the fees prescribed  by
    11  law  shall be charged any applicant unless such fee has been approved by
    12  the commissioner. The commissioner may, without a hearing, revoke at any
    13  time the authority granted to any person under this  [section]  subdivi-
    14  sion.
    15    2. The commissioner shall deputize a person to act for the commission-
    16  er,  subject  to rules and limitations prescribed by him or her, for the
    17  purpose of issuing or renewing licenses, registrations and number plates
    18  for persons living on Fishers Island in the town of Southold, county  of
    19  Suffolk. In carrying out the provisions of this subdivision, such deputy
    20  shall  issue  and  renew  such licenses, including the administration of
    21  written and road tests, eye examinations and photographs,  registrations
    22  and number plates from a facility located on Fishers Island. Such facil-
    23  ity shall be available for service twice annually, and shall be operated
    24  each time for a period of time to be determined by the commissioner, but

     1  for  not  less than two business days. Any such license, registration or
     2  number plate so issued or renewed shall be subject  to  cancellation  by
     3  the  commissioner,  if  improperly issued. Such deputy shall not receive

     6  fee has been approved by the commissioner. The commissioner may, without

     9  employees of the department.
    10    §  2.  This  act shall take effect on the ninetieth day after it shall
    11  have become a law.
