         printed to be committed to the Committee on Education
       AN ACT to amend the education law, in  relation  to  requiring  a  rider
         verification  system to be established for certain special transporta-
         tion passengers
         THE PEOPLE OF THE STATE OF NEW YORK, REPRESENTED IN SENATE AND  ASSEM-
       BLY, DO ENACT AS FOLLOWS:
    1    Section 1. The education law is amended by adding a new section 3623-b
    2  to read as follows:
    3    S 3623-B. RIDER VERIFICATION OF CERTAIN SPECIAL TRANSPORTATION PASSEN-
    4  GERS.  EVERY  TRANSPORTER,  SCHOOL DISTRICT AND COUNTY THAT TRANSPORTS A
    5  SPECIAL TRANSPORTATION PASSENGER THAT IS A MEDICAID  OR  STATE  ELIGIBLE
    6  REIMBURSABLE  PASSENGER  SHALL  PROVIDE  A  PAPERLESS RIDER VERIFICATION
    7  SYSTEM FOR DETERMINING STUDENT ATTENDANCE ON EACH SCHOOL BUS, THAT MINI-
    8  MIZES INACCURACIES IN  MEDICAID  AND  STATE  DOCUMENTATION.    THE  RIDE
    9  VERIFICATION METHOD AND APPURTENANCES SHALL BE PROVIDED IN A MANNER THAT
   10  DOES  NOT  REQUIRE  A  PASSENGER  TO  AID IN THE VERIFICATION PROCESS BY
   11  CARRYING AN IDENTIFICATION TAG, CARD, OR OTHER ITEMS.
   12    S 2. This act shall take effect on the one hundred eightieth day after
   13  it shall have become a law.
