HINCHEY, AKSHAR, GALLIVAN, HELMING, MAY, OBERACKER -- read twice and ordered printed, and when printed to be committed to the Committee on Health -- reported favorably from said committee, ordered to first and second report, ordered to a third reading, amended and ordered reprinted, retaining its place in the order of third reading AN ACT to amend the public health law, in relation to availability of air transport ambulance service providers to store and distribute blood The People of the State of New York, represented in Senate and Assem- bly, do enact as follows: 1 Section 1. The public health law is amended by adding a new section 2 3003-b to read as follows: 3 § 3003-b. Availability of air transport ambulance service providers to 4 store and distribute blood and initiate and administer blood trans- 5 fusions. 1. As used in this section, "air transport services" shall mean 6 emergency medical care and the transportation of sick or injured persons 7 by aircraft to, from, or between general hospitals or other health care 8 facilities. 9 2. An ambulance service provider licensed under this article that 10 provides air transport services may store and distribute human blood and 11 blood products at all their facilities and initiate and administer human 12 blood and blood product transfusions while providing air transport 13 services. 14 3. Notwithstanding section five hundred seventy-four of this chapter, 15 any ambulance service provider licensed pursuant to this article that 16 provides air transport services, may store and distribute human blood 17 and blood products in accordance with section thirty-one hundred of this 18 chapter; provided, however, an ambulance service provider shall meet or 19 exceed all standards for the storage of blood products of the United 20 States Food and Drug Administration. 21 § 2.
