Bill Title: Establishes the citywide leadership team to ensure that parents' and students' voices are represented in all education decision-making, ensure education policies considered or implemented are conducive to promoting student achievement and enhancing the overall quality of education for students attending public schools in the city of New York, and include all stakeholders at all stages of the decision-making process.

        Introduced by Sens. SANDERS, BRISPORT -- read twice and ordered printed,
          and  when  printed  to  be committed to the Committee on New York City
          Education

        AN ACT to amend the administrative code of the  city  of  New  York,  in
          relation to establishing the citywide leadership team

          The  People of the State of New York, represented in Senate and Assem-
        bly, do enact as follows:

     1    Section 1. Title 21-A of the administrative code of the  city  of  New
     2  York is amended by adding a new chapter 23-A to read as follows:
     3                                CHAPTER 23-A
     4                              LEADERSHIP TEAMS
     5    § 21-990.1 Citywide  leadership  team. a. There shall be established a
     6  citywide leadership team consisting of a chair or co-chairs and at least
     7  twenty-nine representatives. The chair  or  co-chairs  shall  be  chosen
     8  based  on the bylaws drafted by the citywide leadership team. All repre-
     9  sentatives or proxies of such representatives shall be present  at  each
    10  meeting.  Members  shall  be  appointed  by  the following groups in the
    11  following manner:
    12    1. one representative shall be selected by the chancellor, in  consul-
    13  tation with the first deputy chancellor, the deputy chancellor of commu-
    14  nity  empowerment,  other  deputy chancellors, and executive superinten-
    15  dents as needed;
    16    2. one representative who is a senior official shall  be  selected  by
    17  the council of school supervisors and administrators;
    18    3.  one representative   who is a senior official shall be selected by
    19  the united federation of teachers;
    20    4. one representative who is a senior official shall  be  selected  by
    21  the district council thirty-seven;
    22    5.  one  representative  who is a senior official shall be selected by
    23  local two hundred thirty-seven;

     1    6. seventeen parent representatives, one of which may be appointed  by
     2  the chancellor to be member-at-large, to be selected as follows:
     3    (a)  two  representatives  shall  be  selected by the co-chairs of the
     4  chancellor's parent advisory council, or designees of such co-chairs;
     5    (b) five representatives, one from each borough, shall be selected  by
     6  voting  members  of  the  chancellor's  parent  advisory  council,  such
     7  selected representatives shall be parents of children in grades  kinder-
     8  garten through eighth grade;
     9    (c)  five representatives, one from each borough, shall be selected by
    10  the borough's high school presidents council;
    11    (d) one representative shall be an elected community education council
    12  member selected by the presidents of the community educations  councils;
    13  and
    14    (e)  four  representatives shall be citywide council members, one from
    15  each citywide council, selected by such citywide councils;
    16    7. seven  representatives  shall  be  student  representatives  to  be
    17  selected as follows:
    18    (a)  two  representatives shall be members of the chancellor's student
    19  advisory council to be selected by the chancellor; and
    20    (b) five representatives, one from each borough, shall be members from
    21  each borough student advisory council, to be selected by the chancellor.
    22    b. Additional representatives may be appointed as needed from partner-
    23  ing agencies as follows:
    24    1. one representative who is a senior official may  be  selected  from
    25  the police department of the city of New York;
    26    2.  one  representative  who is a senior official may be selected from
    27  the department of youth and community development;
    28    3. one representative who is a senior official may  be  selected  from
    29  the school construction authority; and
    30    4.  one  representative  who is a senior official may be selected from
    31  any other partnering agency or community-based organization as needed.
    32    c. The citywide leadership team shall ensure that parents' voices  are
    33  represented  in  all  education  decision-making, shall ensure education
    34  policies considered or implemented are conducive  to  promoting  student
    35  achievement  and enhancing the overall quality of education for students
    36  attending public schools in the city of New York, and shall include  all
    37  stakeholders at all stages of the decision-making process. The responsi-
    38  bilities of the citywide leadership team shall include:
    39    1. serving as a model for district leadership teams;
    40    2. identifying concerns and reviewing revisions or changes to policies
    41  and  regulations  before  submission to the panel for educational policy
    42  for consideration or a vote;
    43    3. serving as an advisor to the chancellor and  mayor  on  all  issues
    44  involving education policy and programs;
    45    4.  providing  input  and feedback on the hiring of department leaders
    46  including the chancellor, deputy chancellors, and executive  superinten-
    47  dents;
    48    5. empowering district leadership teams and school leadership teams to
    49  contribute  to  the  development  of the central comprehensive education
    50  plan to facilitate cohesive education policies throughout all  districts
    51  by  providing  uniformed plans basic enough for districts and schools to
    52  implement  teaching  and  learning  specifically  for  their  district's
    53  respective needs;
    54    6.  developing and maintaining a one page check sheet for school lead-
    55  ership teams to report quarterly to district leadership teams,  and  for
    56  district  leadership teams to report bi-annually to the citywide leader-

     1  ship team, to facilitate and fulfill  the  duties  of  the  department's
     2  school  and  district improvement liaisons to oversee department central
     3  accountability. The citywide leadership team and chancellor shall report
     4  annually in the month of July to the New York state department of educa-
     5  tion, the New York city public school system and to the public;
     6    7.  reporting  to  their respective constituents and bringing concerns
     7  and ideas of their respective school communities to the citywide leader-
     8  ship team; and
     9    8. ensuring that at all times parents hold the  majority  of  citywide
    10  leadership team seats.
    11    d. The citywide leadership team shall:
    12    1.  hold  a  summit every other month starting in July of two thousand
    13  twenty-four, followed by September, November, January, March,  and  May.
    14  Such  meetings  shall  alternate  amongst each borough when such meeting
    15  occurs in person, with July's meeting being  held  at  the  department's
    16  central  office.  The  citywide  leadership  team  shall  also meet when
    17  special circumstance arises;
    18    2. draft its own bylaws, which  shall  be  consistent  with  both  the
    19  chancellor's and the state's regulations;
    20    3.  operate  all meetings and summits in accordance with article seven
    21  of the public officers law and Robert's Rules of Order;
    22    4. formulate and officiate a mission statement, design and  develop  a
    23  plan to meet mission objectives, establish accountability and evaluation
    24  methods for the citywide leadership team, district leadership teams, and
    25  school  leadership  teams,  and  maintain harmonization across all three
    26  levels of teams;
    27    5. share information with  their  respective  constituents  and  bring
    28  their  feedback  to  the  citywide leadership team for consideration and
    29  deliberation; and
    30    6. allow members of the  public  to  submit  questions,  comments,  or
    31  suggestions in writing in advance of any meeting or summit for consider-
    32  ation by the citywide leadership team.
    33    §  2.  This  act shall take effect on the ninetieth day after it shall
    34  have become a law. Effective immediately, the addition, amendment and/or
    35  repeal of any rule or regulation necessary  for  the  implementation  of
    36  this  act  on its effective date are authorized to be made and completed
    37  on or before such effective date.
