        AN ACT to amend the public health  law,  in  relation  to  the  maternal
          health  crisis  and establishing two centers of maternal and childcare
          services; and to repeal title 3 of article 25 of such law relating  to
          the control of midwifery

          The  People of the State of New York, represented in Senate and Assem-
        bly, do enact as follows:

     1    Section 1. This act shall be known and may be cited as  the  "Chisholm
     2  Chance Act".
     3    §  2. Title 3 of article 25 of the public health law is REPEALED and a
     4  new title 3 is added to read as follows:
     5                                  TITLE III
     6                             CHISHOLM CHANCE ACT
     7  Section 2560. Legislative findings.
     8          2561. State university of New York center of maternal and child-
     9                care services.
    10          2562. Montefiore  medical  center  of  maternal  and   childcare
    11                services.
    12          2563. Appropriations.
    13    § 2560. Legislative  findings.  1.  The  legislature  hereby finds and
    14  declares that severe maternal  morbidity  constitutes  a  public  health
    15  crisis  that poses a serious threat to the health and quality of life of
    16  many women and children. New York is among the bottom  third  of  states
    17  for the number of women dying, with women of color dying at a rate three
    18  and  one-half  times  more than other women. The highest rates of severe

     1  maternal morbidity occur in two counties, Kings and Bronx  county,  with
     2  the highest rate occurring in north and central Brooklyn.
     3    2. The legislature further finds and declares that centers of maternal
     4  and  childcare services should be established at the state university of
     5  New York downstate medical center in  Kings  county  and  at  Montefiore
     6  medical  center in Bronx county to address the severe maternal morbidity
     7  crisis.
     8    § 2561.  State university of New York center of maternal and childcare
     9  services.  1. There is hereby established within the state university of
    10  New York downstate medical center a center  of  maternal  and  childcare
    11  services,  hereinafter  referred to in this section as "the center". The
    12  center shall be dedicated to the care of women and  children  and  shall
    13  offer  services,  including  but  not limited to: (a) prenatal care; (b)
    14  prenatal and childbirth classes; (c) labor and delivery care;  (d)  high
    15  risk pregnancy care; (e) inpatient and outpatient lactation consultation
    16  and  support;  (f) heart health and heart disease prevention; (g) breast
    17  health and mammography; (h) gynecologic surgery; (i)  imaging;  (j)  lab
    18  services; and (k)postpartum care.
    19    2. The center shall provide clinical experiences for students enrolled
    20  in  the  state university of New York downstate health sciences center's
    21  school of health professions midwifery program.
    22    3. The center shall also collaborate with the state university of  New
    23  York  downstate health sciences center for the conduction of research to
    24  inform and support health  care  professionals  providing  maternal  and
    25  childcare  services  at the center. Such research shall prioritize women
    26  and children of color and shall include, but  not  be  limited  to:  (a)
    27  research  to better understand and address the increasing rates of life-
    28  threatening complications around pregnancy; (b)  identifying  biomarkers
    29  for  risk  of  morbidity  and  mortality during and after pregnancy; (c)
    30  racial and ethnic disparities in rates of pregnancy-related  death;  and
    31  (d)  treatments  that  will reduce the rates of life-threatening compli-
    32  cations during pregnancy, labor and delivery, and the postpartum period.
    33    4. The center shall coordinate with local social services agencies and
    34  specially trained community-based organizations to identify and  address
    35  gaps  in  systems  of  care  and coordinate outreach efforts to find and
    36  engage high-need women and children in Kings county.
    37    § 2562. Montefiore medical center of maternal and childcare  services.
    38  1.  There  is  hereby established within the Montefiore medical center a
    39  center of maternal and childcare services, hereinafter  referred  to  in
    40  this  section as "the center". The center shall be dedicated to the care
    41  of women and children and shall offer services, including but not limit-
    42  ed to: (a) prenatal care; (b) prenatal and childbirth classes; (c) labor
    43  and delivery care; (d) high  risk  pregnancy  care;  (e)  inpatient  and
    44  outpatient  lactation  consultation  and  support;  (f) heart health and
    45  heart disease prevention; (g) breast health and mammography; (h) gyneco-
    46  logic surgery; (i) imaging; (j) lab services; and (k) postpartum care.
    47    2. The center shall provide clinical experiences for students enrolled
    48  in Hostos community college.
    49    3. The center shall also collaborate with Hostos community college for
    50  the conduction of research to inform and  support  health  care  profes-
    51  sionals  providing  maternal and childcare services at the center.  Such
    52  research shall prioritize women and children of color and shall include,
    53  but not be limited to: (a) research to better understand and address the
    54  increasing rates of life-threatening complications around pregnancy; (b)
    55  identifying biomarkers for risk of morbidity and  mortality  during  and
    56  after  pregnancy; (c) racial and ethnic disparities in rates of pregnan-

     8    §  2563. Appropriations. The provisions of this title shall be subject
     9  to available state appropriations.
    10    § 3. This act shall take effect immediately.
