          printed to be committed to the Committee on Elections

        AN ACT to amend the election law, in relation to the  creation,  consol-
          idation,  division,  and alteration of election districts by the board
          of elections in the city of New York

          The People of the State of New York, represented in Senate and  Assem-
        bly, do enact as follows:

     1    Section  1.  Paragraph  a  of  subdivision  3  of section 4-100 of the
     2  election law, as amended by section 2 of part O of  chapter  55  of  the
     3  laws of 2022, is amended to read as follows:
     4    a.  Each  election  district  shall  be in compact form and may not be
     5  partly within and partly without a ward, town, city, a village which has
     6  five thousand or more inhabitants and is wholly  within  one  town,  the
     7  contiguous  property  of  a  college  or university which contains three
     8  hundred or more registrants who are registered to vote at any address on
     9  such contiguous property, or a county legislative, assembly,  senatorial
    10  or  congressional  district.  Except  as provided in paragraph b of this
    11  subdivision, election district boundaries, other than  those  boundaries
    12  which  are  coterminous  with the boundaries of those political subdivi-
    13  sions and college or university properties mentioned in this  paragraph,
    14  must  be  streets,  rivers, railroad lines or other permanent character-
    15  istics of the landscape which are clearly visible to any person  without
    16  the need to use any technical or mechanical device. An election district
    17  shall  contain  not  more than nine hundred fifty registrants (excluding
    18  registrants in inactive status) or, with  the  approval  of  the  county
    19  board  of  elections,  not more than two thousand registrants (excluding
    20  registrants in inactive status), except in the city of New York where an
    21  election district shall not contain more than four thousand  registrants
    22  (excluding  registrants  in  inactive status), but any election district
    23  may be divided for the convenience of the voters.
    24    § 2. This act shall take effect immediately.
