         RITCHIE, SEWARD -- read twice and ordered printed, and when printed to

       AN ACT to amend the highway law, in relation to  permitting  farm  oper-
         ations to place advertising and directional signs near state highways
         THE  PEOPLE OF THE STATE OF NEW YORK, REPRESENTED IN SENATE AND ASSEM-
       BLY, DO ENACT AS FOLLOWS:
    1    Section 1. Section 88 of the highway law is amended by  adding  a  new
    2  subdivision 13 to read as follows:
    3    13. EXCEPTIONS. THE PROVISIONS OF THIS SECTION SHALL NOT APPLY TO FARM
    4  OPERATIONS,  AS  DEFINED  IN SUBDIVISION ELEVEN OF SECTION THREE HUNDRED
    5  ONE OF THE AGRICULTURE AND MARKETS LAW,  INCLUDING  FARM  WOODLANDS,  AS
    6  DEFINED  IN  SUBDIVISION THREE OF SECTION THREE HUNDRED ONE OF THE AGRI-
    7  CULTURE AND MARKETS LAW, ADJACENT TO NON-CONTROLLED ACCESS  HIGHWAYS  AS
    8  DESIGNATED  BY SUBDIVISION TWO OF SECTION THREE OF THIS CHAPTER.  SIGNS,
    9  DISPLAYS, AND DEVICES MAY NOT ADVERTISE ACTIVITIES WHICH DO NOT CONTRIB-
   10  UTE TO THE FARM OPERATION OR FARM WOODLAND.
   11    S 2. This act shall take effect immediately.
