        Introduced by Sens. SQUADRON, HOYLMAN -- read twice and ordered printed,
          and  when  printed  to  be committed to the Committee on Environmental
          Conservation
        AN ACT to amend the  environmental  conservation  law,  in  relation  to
          comprehensive accident prevention planning by and auditing of petrole-
          um  bulk storage facilities in cities with a population of one million
          or more
          The People of the State of New York, represented in Senate and  Assem-
        bly, do enact as follows:
     1    Section  1.  The environmental conservation law is amended by adding a
     2  new section 17-1006 to read as follows:
     3  § 17-1006. Comprehensive accident prevention in cities with a population
     4               of one million or more.
     5    Every owner or operator of a facility, as defined in  subdivision  one
     6  of  section  17-1003  of  this title, located within a city with a popu-
     7  lation of one million or more  shall  undertake  comprehensive  accident
     8  prevention planning for the prevention of spills and leaks of petroleum,
     9  and  shall  hire  an independent company to audit, on a quarterly basis,
    10  the implementation by such owner or operator of the hazard control  plan
    11  adopted for such facility.
    12    § 2. This act shall take effect on the one hundred twentieth day after
    13  it  shall have become a law; provided, however effective immediately the
    14  commissioner of environmental  conservation  may  promulgate  rules  and
    15  regulations  necessary to effectuate the provisions of this act prior to
    16  such effective date.
