STATE OF NEW YORK ________________________________________________________________________ 1480 2025-2026 Regular Sessions IN SENATE January 10, 2025 ___________ Introduced by Sens. O'MARA, BORRELLO, GALLIVAN, HELMING, MATTERA, OBER- ACKER, ORTT, PALUMBO, TEDISCO -- read twice and ordered printed, and when printed to be committed to the Committee on Veterans, Homeland Security and Military Affairs AN ACT to amend the parks, recreation and historic preservation law, in relation to granting free access and parking at state parks for active-duty military members and veterans The People of the State of New York, represented in Senate and Assem- bly, do enact as follows: 1 Section 1. The parks, recreation and historic preservation law is 2 amended by adding a new section 13.12 to read as follows: 3 § 13.12 Veteran parking at state parks. 1. Notwithstanding any other 4 provision of law, the office or other state agency having jurisdiction 5 of a state park shall allow free access and parking at such state park 6 for all active-duty military members and veterans. Provision of an 7 active-duty military identification card or veteran identification card 8 shall be sufficient under this section to grant the holder of such iden- 9 tification card free access and parking at such state park. 10 2. The provisions of subdivision one of this section shall not apply 11 to the owner or operator of an omnibus operated for a commercial 12 purpose. 13 3. The office or other state agency having jurisdiction shall promul- 14 gate such rules and regulations as may be necessary to carry out the 15 provisions of this section. 16 § 2.
