STATE OF NEW YORK ________________________________________________________________________ 569 2019-2020 Regular Sessions IN SENATE (Prefiled) January 9, 2019 ___________ Introduced by Sen. KENNEDY -- read twice and ordered printed, and when printed to be committed to the Committee on Cultural Affairs, Tourism, Parks and Recreation AN ACT to amend the parks, recreation and historic preservation law, in relation to access to state parks and recreational facilities by veterans without charge The People of the State of New York, represented in Senate and Assem- bly, do enact as follows: 1 Section 1. The parks, recreation and historic preservation law is 2 amended by adding a new section 13.22 to read as follows: 3 § 13.22 State park and recreational facility access; veterans. 1. 4 Notwithstanding any other provision of law to the contrary, the office 5 shall provide to veterans of the armed forces of the United States 6 access to all state parks and recreational facilities under the juris- 7 diction of the office or other state agency, entitling such veteran to a 8 pass to such state parks and recreational facilities without the charge 9 of any admission. 10 2. The pass for veterans access shall be available at regional park 11 headquarters and such other places as the office shall designate. Such 12 pass shall be issued in a manner and form to be determined by the office 13 that shall be sufficient to identify the holder as a veteran and shall 14 be valid for the life of such veteran. 15 3. The office shall promulgate such rules and regulations as may be 16 necessary to carry out the provisions of this section. 17 § 2. This act shall take effect on the one hundred twentieth day after 18 it shall have become a law. Effective immediately, the addition, amend- 19 ment and/or repeal of any rules or regulations necessary for the imple- 20 mentation of this act on its effective date are authorized to be made on 21 or before such effective date.
