        Introduced  by  COMMITTEE  ON  RULES  -- (at request of M. of A. Paulin,
          Abinanti, Buchwald, Galef, Ryan, Wallace, Zebrowski) -- read once  and
          referred to the Committee on Education

        AN  ACT  to  provide  for a special district meeting for a school budget
          revote; and providing for the repeal of such provisions upon the expi-
          ration thereof

          The People of the State of New York, represented in Senate and  Assem-
        bly, do enact as follows:

     1    Section 1. 1. Notwithstanding any other provision of law, whenever the
     2  voters  have  defeated  a  budget at an annual meeting and election held
     3  June 9, 2020 pursuant to executive order number 202.26 of  two  thousand
     4  twenty, the board of education or trustees of a school district may call
     5  a  special district meeting for a school budget revote to be held on the
     6  fourth Tuesday in July.  Such  board  of  education  or  trustees  shall
     7  provide  notice of such special district meeting to the qualified voters
     8  in the same manner prescribed for notice of a special  meeting  pursuant
     9  to  the education law except that such notice shall provide for a budget
    10  hearing not less than seven nor more than twenty-one days prior  to  the
    11  special district meeting at which a school budget vote will occur.
    12    2.  Such  special  meeting  shall  take  place remotely, and qualified
    13  voters shall vote in such election only by  absentee  ballot,  including
    14  postage, to be provided to all qualified voters by each school district.
    15  Each  school district shall send out a postcard notice which details the
    16  date of the election, date of the budget hearing, definition  of  quali-
    17  fied voter, and an absentee ballot.
    18    §  2.  This  act shall take effect immediately and shall expire and be
    19  deemed repealed September 30, 2020.
