BRENNAN -- read once and referred to the Commit- tee on Corporations, Authorities and Commissions AN ACT to amend the public authorities law, in relation to the defi- nition of certain covered projects; and to amend chapter 506 of the laws of 2009, relating to creating the authorities budget office, in relation to making certain sections permanent THE PEOPLE OF THE STATE OF NEW YORK, REPRESENTED IN SENATE AND ASSEM- BLY, DO ENACT AS FOLLOWS: 1 Section 1. Paragraph c of subdivision 1 of section 2879-b of the 2 public authorities law, as added by chapter 506 of the laws of 2009, is 3 amended to read as follows: 4 (c) "Covered project" means any project in which an authority enters 5 into an agreement for a development after the effective date of this 6 section, where: (i) a hotel is one of the principal functions of the 7 project; (ii) the [recipient of authority financing] ENTITY THE AUTHORI- 8 TY ENTERS INTO AN AGREEMENT WITH or its contractor or subcontractor 9 contracts for the development of such hotel or convention center; (iii) 10 the authority has a substantial proprietary interest in the project, or 11 in the hotel or convention center; and (iv) the hotel or convention 12 center will have more than fifteen employees. 13 S 2. Section 31 of chapter 506 of the laws of 2009, relating to creat- 14 ing the authorities budget office, is amended to read as follows: 15 S 31. This act shall take effect March 1, 2010; provided, however that 16 the amendments to paragraph (b) of subdivision 11 and subdivision 13 of 17 section 310 of the executive law made by sections twenty-one and twen- 18 ty-one-a of this act shall not affect the expiration of such section and 19 shall be deemed to expire therewith; provided further, that the 20 provisions of sections eleven-b, eleven-c, eleven-d, eleven-f and 21 eleven-g of this act shall not apply to any executive director or chief 22 executive officer appointed prior to the effective date of this act[; 23 provided further, that section fourteen-a of this act shall expire and 24 be deemed repealed June 30, 2012]; and provided further, that section 25 twenty-a of this act shall apply only to the disposal of property 26 authorized by the board of a public authority after such effective date. 27 S 3.
