        AN  ACT to amend the economic development law, in relation to the publi-
          cation of information regarding awards of state contracts
          The People of the State of New York, represented in Senate and  Assem-
        bly, do enact as follows:
     1    Section  1.  Section 142 of the economic development law is amended by
     2  adding a new subdivision 7 to read as follows:
     3    7. Upon receipt of an announcement that an agency has entered  into  a
     4  contract,  as provided in subdivision five of section one hundred forty-
     5  three of this article, the commissioner shall publish such  announcement
     6  in  the  procurement  opportunities  newsletter.  The announcement shall
     7  identify the contract, specify the date of the award of the contract and
     8  provide the name and contact  information  for  each  recipient  of  the
     9  contract.
    10    §  2. Section 143 of the economic development law is amended by adding
    11  a new subdivision 5 to read as follows:
    12    5. At the time an agency enters into a  contract,  such  agency  shall
    13  submit  an  announcement  of  the intended contract for inclusion in the
    14  procurement opportunities newsletter. Such announcement  shall  identify
    15  the  contract, specify the date of the award of the contract and provide
    16  the name of and contact information for each recipient of the contract.
    17    § 3. This act shall take effect on the thirtieth day  after  it  shall
    18  have  become  a  law; provided, however, that effective immediately, the
    19  commissioner of economic development, or  his  or  her  delegate,  shall
    20  promulgate rules and regulations and take all other necessary actions to
    21  implement the provisions of this act on or before such effective date.
