RIVERA, SALADINO -- read once and referred to the Committee on Environmental Conserva- tion AN ACT to amend the environmental conservation law, in relation to publication of data pertaining to participation in the regional green- house gas initiative THE PEOPLE OF THE STATE OF NEW YORK, REPRESENTED IN SENATE AND ASSEM- BLY, DO ENACT AS FOLLOWS: 1 Section 1. The environmental conservation law is amended by adding a 2 new section 19-0314 to read as follows: 3 S 19-0314. REGIONAL GREENHOUSE GAS INITIATIVE. 4 THE NEW YORK STATE ENERGY RESEARCH AND DEVELOPMENT AUTHORITY SHALL 5 PUBLISH ON ITS WEBSITE FOR UNRESTRICTED ACCESS BY THE PUBLIC INFORMATION 6 PERTAINING TO PARTICIPATION IN THE CARBON DIOXIDE BUDGET TRADING PROGRAM 7 AND THE QUARTERLY CARBON DIOXIDE ALLOWANCE AUCTION, INCLUDING, BUT NOT 8 LIMITED TO, THE FOLLOWING: 9 1. APPLICATION DEADLINES; 10 2. PROGRAM REGULATIONS; 11 3. PARTICIPANTS IN THE CARBON DIOXIDE ALLOWANCE AUCTION; 12 4. AUCTION RESULTS, INCLUDING THE CONTROL PERIOD, BIDS BY PARTIC- 13 IPANTS, CLEARING PRICES, QUANTITIES OF CREDITS OFFERED, QUANTITIES OF 14 CREDITS SOLD, AND TOTAL PROCEEDS COLLECTED BY THE NEW YORK STATE ENERGY 15 RESEARCH AND DEVELOPMENT AUTHORITY FOR CREDITS SOLD; 16 5. NAMES OF WINNING BIDDERS AND HOW MANY ALLOWANCES THEY PURCHASED; 17 6. INFORMATION REGARDING PERMIT TRANSACTIONS IN THE SECONDARY MARKET; 18 AND 19 7. CURRENT HOLDINGS OF EACH PARTY IN THE SECONDARY MARKET. 20 S 2. This act shall take effect on the thirtieth day after it shall 21 have become a law; provided, however, that effective immediately, the 22 addition, amendment and/or repeal of any rule or regulation necessary 23 for the implementation of this act on its effective date are authorized 24 and directed to be made and completed on or before such effective date.
