        AN  ACT  to  amend  the public housing law, in relation to requiring the
          commissioner of housing and community  renewal  to  develop  a  common
          application  and  web  portal for certain funding, tax credits, loans,
          and grants for housing

          The People of the State of New York, represented in Senate and  Assem-
        bly, do enact as follows:

     1    Section  1.  The public housing law is amended by adding a new section
     2  14-a to read as follows:
     3    § 14-a. Housing assistance application and web portal. 1. The  commis-
     4  sioner,  in  consultation  with  the  office of temporary and disability
     5  assistance and any other state agency that the commissioner deems neces-
     6  sary, shall cause to be developed a common application  and  web  portal
     7  with which an individual may apply for and manage any funding, tax cred-
     8  it,  loan,  or  grant  for  housing  that such individual is entitled to
     9  receive under the laws of the state, and that is capable of meeting  all
    10  other requirements of this section.
    11    2. (a) The common application developed pursuant to this section shall
    12  be made available to an individual upon request from a state agency that
    13  grants funding, tax credits, loans, or grants for housing. Such applica-
    14  tion shall also be capable of being completed and submitted by an appli-
    15  cant on the web portal created pursuant to this section.
    16    (b)  The  web portal required to be developed pursuant to this section
    17  shall be accessible by any state agency required to administer any fund-
    18  ing, tax credit, loan, or grant for housing required of such state agen-
    19  cy under the laws of the state, and any such funding, tax credit,  loan,
    20  or  grant  for  housing  shall be made capable of administration through
    21  such web portal.

     1    (c) Upon development of the web portal by the commissioner, any  state
     2  agency  required  to  administer any funding, tax credit, loan, or grant
     3  for housing under the laws of the state shall upload  any  incorporating
     4  documents,  bylaws,  or  any  other relevant information that such state
     5  agency deems helpful to individuals using such web portal.
     6    3.  The provisions of this section shall apply only to statewide fund-
     7  ing, tax credits, loans, or grants  for  housing  where  the  individual
     8  submits  an  application  to  a  state agency, and shall not include any
     9  locally managed funding, tax credit, loan, or grant  for  housing  where
    10  the  individual  submits  an application to a designated local entity or
    11  where the individual submits an application to a  not-for-profit  corpo-
    12  ration.
    13    4. The commissioner shall have the authority to obtain any information
    14  the  commissioner shall deem necessary to fulfill the provisions of this
    15  section from any state agency.
    16    5. For the purposes of this section, the  term  "state  agency"  shall
    17  mean any state agency, department, commission, division, office, bureau,
    18  or subdivision thereof.
    19    § 2. This act shall take effect on the one hundred eightieth day after
    20  it shall have become a law.
