        AN ACT to amend the mental hygiene law, the executive law and the public
          health law, in relation to requiring  police  officers,  firefighters,
          emergency  medical  technicians  and  certified  first  responders  to
          complete training in the appropriate recognition and response  methods
          to persons with developmental disabilities
          The  People of the State of New York, represented in Senate and Assem-
        bly, do enact as follows:
     1    Section 1.  Section 13.09 of the mental  hygiene  law  is  amended  by
     2  adding a new subdivision (h) to read as follows:
     3    (h)  The  commissioner  shall  develop  and implement a curriculum and
     4  course of study to provide instruction and information to  firefighters,
     5  police  officers,  emergency  medical  technicians  and  certified first
     6  responders on the risks associated with developmental disabilities,  and
     7  the  appropriate  recognition  and response methods relating to develop-
     8  mental disabilities.
     9    § 2. Subdivision 6 of section 156 of the executive law, as amended  by
    10  chapter 580 of the laws of 2007, is amended to read as follows:
    11    6.  Plan,  coordinate and provide training for firefighters, both paid
    12  and volunteer, and related governmental officers and employees, relating
    13  to fire and arson prevention and control, and  encourage  expansion  and
    14  improvement of local training facilities in cooperation with fire compa-
    15  nies,  municipal corporations and districts. Such training shall be made
    16  available by video or computer  to  the  maximum  extent  possible.  The
    17  office  shall  adopt  rules  and  regulations relating to such training,
    18  including but not limited to training standards used and the process  by
    19  which  training  hours  are  allocated  to counties as well as a uniform
    20  procedure for requesting and providing additional training hours.   Such
    21  training  shall  require every firefighter, once every thirty months, to
    22  complete the course of study established by the commissioner of develop-
    23  mental disabilities pursuant to subdivision (h) of section 13.09 of  the
    24  mental hygiene law.
