STATE OF NEW YORK ________________________________________________________________________ 9170 IN ASSEMBLY February 1, 2016 ___________ Introduced by M. of A. JAFFEE -- read once and referred to the Committee on Tourism, Parks, Arts and Sports Development AN ACT to repeal certain provisions of the arts and cultural affairs law relating to establishing the Edward Hopper citation of merit for visu- al artists; and to establish the Edward Hopper citation of merit for visual artists The People of the State of New York, represented in Senate and Assem- bly, do enact as follows: 1 Section 1. Section 3.17 of the arts and cultural affairs law, as added 2 by a chapter of the laws of 2015, amending the arts and cultural affairs 3 law relating to establishing the Edward Hopper citation of merit for 4 visual artists, as proposed in legislative bills numbers A.2121-A and 5 S.4235-A, is REPEALED. 6 § 2. Edward Hopper citation of merit for visual artists. 1. The gover- 7 nor shall present the New York state Edward Hopper citation of merit to 8 a distinguished New York visual artist who is making a significant 9 contribution to the advancement of the arts in New York state upon the 10 recommendation of the panel constituted in this section. The citation 11 shall carry an honorarium of five thousand dollars. 12 2. The council on the arts shall appoint and convene an advisory panel 13 of distinguished visual artists and persons with particular expertise in 14 the field of visual art. The director of the council and the artistic 15 director of the Edward Hopper house shall be members of the advisory 16 panel. 17 The panel shall recommend to the governor a visual artist whose 18 achievements make him or her deserving of such recognition. 19 3. The visual artist selected shall promote and encourage the visual 20 arts within the state and shall give two public showings within the 21 state, one of which shall be held at the Edward Hopper house art center 22 in the village of Nyack. Upon completion of the exhibits, each gallery 23 shall be reimbursed for administrative fees not to exceed two thousand 24 five hundred dollars. 25 4. The council on the arts shall establish such procedures and guide- 26 lines as are necessary to effect the provisions of this section.
