       AN ACT to amend the public authorities law,  in  relation  to  excluding
         Associations  of  Community  Organizations for Reform Now (ACORN) from
         the "green jobs-green New York act of 2009"
         THE PEOPLE OF THE STATE OF NEW YORK, REPRESENTED IN SENATE AND  ASSEM-
       BLY, DO ENACT AS FOLLOWS:
    1    Section  1.  Subdivision  3  of section 1891 of the public authorities
    2  law, as added by a chapter of the  laws  of  2009  amending  the  public
    3  authorities  law  and  other laws establishing the "green jobs-green New
    4  York act of 2009", as proposed in legislative bills numbers S. 5888  and
    5  A. 8901, is amended to read as follows:
    6    3.  "Constituency-based  organization"  means an organization incorpo-
    7  rated for the purpose of  providing  services  or  other  assistance  to
    8  economically or socially disadvantaged persons within a specified commu-
    9  nity,  and  which  is  supported  by,  or whose actions are directed by,
   10  members of the community in which it operates, BUT SHALL NOT INCLUDE THE
   11  ASSOCIATIONS OF COMMUNITY ORGANIZATIONS FOR REFORM NOW (ACORN).
   12    S 2. This act shall take effect on the  same  date  and  in  the  same
   13  manner  as a chapter of the laws of 2009 amending the public authorities
   14  law and other laws establishing the "green jobs-green New  York  act  of
   15  2009",  as  proposed  in  legislative bills numbers S. 5888 and A. 8901,
   16  takes effect.
