       AN ACT to amend the education   law, in  relation  to  establishing  the
         college  of  military  and  applied  sciences  at  Putnam of the state
         university of New York
         THE PEOPLE OF THE STATE OF NEW YORK, REPRESENTED IN SENATE AND  ASSEM-
       BLY, DO ENACT AS FOLLOWS:
    1    Section  1.  Subdivision  3  of  section  352 of the education law, as
    2  amended by chapter 552 of the laws of 1985,    is  amended  to  read  as
    3  follows:
    4    3.  The  state university shall consist of the four university centers
    5  at Albany,  Binghamton,  Buffalo  and  Stony  Brook[,];  the  designated
    6  colleges of arts and sciences at Brockport, Buffalo, Cortland, Fredonia,
    7  Geneseo,  New Paltz, Old Westbury, Oneonta, Oswego, Plattsburgh, Potsdam
    8  and Purchase[,]; THE COLLEGE  OF  MILITARY  AND  APPLIED    SCIENCES  AT
    9  PUTNAM; empire state college[,]; the agricultural and technical colleges
   10  at  Alfred,  Canton,  Cobleskill, Delhi, Farmingdale and Morrisville[,];
   11  downstate medical center[,]; upstate medical center[,]; the  college  of
   12  optometry[,];  the  college  of  environmental  science and forestry[,];
   13  maritime college[,]; the college of  technology  at  Utica/Rome[,];  the
   14  statutory  or contract colleges at Cornell university and Alfred univer-
   15  sity[,]; and such additional universities,  colleges  and  other  insti-
   16  tutions,  facilities  and research centers as have been or hereafter may
   17  be acquired, established, operated or contracted to be operated for  the
   18  state by the state university trustees.
   19    S 2. (a) The board of trustees of the state university of New York are
   20  authorized  and directed to take all actions necessary pursuant to arti-
   21  cle 8 of the education law to establish and operate,  within  the  state
   22  university, the college of military and applied sciences at Putnam, as a
   23  four year college granting bachelor's degrees.

    1    (b) The board of trustees shall select and designate a site within the
    2  county  of  Putnam for the construction and operation of such college of
    3  military and applied sciences. The college shall be  established  as  an
    4  accessible, affordable, competitive college of the state university.
    5    (c)  The  purpose  of  the college of military and applied sciences at
    6  Putnam shall be to offer degrees in the disciplines of military science,
    7  intelligence and terrorism studies;  business  administration;  computer
    8  engineering and technology; telecommunications engineering and technolo-
    9  gy;  civil  engineering  and  technology;  environmental engineering and
   10  technology; biomedical engineering and technology;  management  informa-
   11  tion  systems  and  information technology; mathematics; public adminis-
   12  tration; information assurance and technology; nursing; military  histo-
   13  ry; and history of the economics of science and technology.
   14    (d)  The  board  of  trustees  shall provide for the establishment and
   15  operation of a program at the college of military and  applied  sciences
   16  at  Putnam  for online and distance learning classes. Such program shall
   17  include, but not be limited to, course conversation, hardware, and soft-
   18  ware and networking with other  institutions  of  higher  education,  as
   19  defined  in  section 2 of the education law, that have similar programs.
   20  The goal of the program shall be to provide instruction in  all  courses
   21  necessary  for  all  degree  programs  in  which  a bachelor's degree is
   22  awarded by such college.
   23    (e) The board of trustees shall contract with the  Department  of  the
   24  Army,  the Department of the Navy and/or the Department of the Air Force
   25  for the establishment of Reserve Officer Training Corps programs at  the
   26  college of military and applied sciences at Putnam.
   27    S 3. This act shall take effect immediately.
