       AN  ACT  to amend the public authorities law, in relation to authorizing
         the dormitory authority to finance certain facilities  for  Abby  Lane
         Housing Corporation, a subsidiary of ESF College Foundation, Inc.
         THE  PEOPLE OF THE STATE OF NEW YORK, REPRESENTED IN SENATE AND ASSEM-
       BLY, DO ENACT AS FOLLOWS:
    1    Section 1. Paragraph (b) of subdivision  2  of  section  1676  of  the
    2  public authorities law is amended by adding a new undesignated paragraph
    3  to read as follows:
    4    ABBY LANE HOUSING CORPORATION, A SUBSIDIARY OF ESF COLLEGE FOUNDATION,
    5  INC.,  FOR  THE  FINANCING OR REFINANCING, OR REIMBURSEMENT OF THE COSTS
    6  OF, THE ACQUISITION,  DESIGN,  CONSTRUCTION,  RECONSTRUCTION,  REHABILI-
    7  TATION, IMPROVEMENT, FURNISHING AND EQUIPPING OF, OR OTHERWISE PROVIDING
    8  FOR,  A  STUDENT  DORMITORY  FACILITY LOCATED BETWEEN OAKLAND STREET AND
    9  STANDART STREET IN THE CITY OF SYRACUSE, NEW YORK, TO SERVE AS A  DORMI-
   10  TORY  FOR  STUDENTS OF THE STATE UNIVERSITY OF NEW YORK COLLEGE OF ENVI-
   11  RONMENTAL SCIENCE AND FORESTRY; PROVIDED, HOWEVER,  THAT  THE  AGGREGATE
   12  SUM  OF ANY BONDS ISSUED FOR SUCH PURPOSE SHALL NOT EXCEED FIFTY MILLION
   13  DOLLARS.
   14    S 2. Subdivision 1 of section 1680 of the public  authorities  law  is
   15  amended by adding a new undesignated paragraph to read as follows:
   16    ABBY LANE HOUSING CORPORATION, A SUBSIDIARY OF ESF COLLEGE FOUNDATION,
   17  INC.,  FOR  THE  FINANCING OR REFINANCING, OR REIMBURSEMENT OF THE COSTS
   18  OF, THE ACQUISITION,  DESIGN,  CONSTRUCTION,  RECONSTRUCTION,  REHABILI-
   19  TATION, IMPROVEMENT, FURNISHING AND EQUIPPING OF, OR OTHERWISE PROVIDING
   20  FOR,  A  STUDENT  DORMITORY  FACILITY LOCATED BETWEEN OAKLAND STREET AND
   21  STANDART STREET IN THE CITY OF SYRACUSE, NEW YORK, TO SERVE AS A  DORMI-
   22  TORY  FOR  STUDENTS OF THE STATE UNIVERSITY OF NEW YORK COLLEGE OF ENVI-
        EXPLANATION--Matter in ITALICS (underscored) is new; matter in brackets

    1  RONMENTAL SCIENCE AND FORESTRY; PROVIDED, HOWEVER,  THAT  THE  AGGREGATE
    2  SUM  OF ANY BONDS ISSUED FOR SUCH PURPOSE SHALL NOT EXCEED FIFTY MILLION
    3  DOLLARS.
    4    S 3. All contracts entered into by the dormitory authority pursuant to
    5  the  provisions of this act shall be deemed to be state contracts within
    6  the meaning of that term as set forth in article 15-A of  the  executive
    7  law,  and the dormitory shall be deemed, for the purposes of this act, a
    8  contracting agency as the term is used in such article.
    9    S 4. This act shall take effect immediately.
