       AN ACT to amend the civil service law, in relation  to  allowing  cities
         with a population of one million or more to amend point credits on the
         open competitive fire fighter examination
         THE  PEOPLE OF THE STATE OF NEW YORK, REPRESENTED IN SENATE AND ASSEM-
       BLY, DO ENACT AS FOLLOWS:
    1    Section 1. Section 58-a of the civil service law is amended by  adding
    2  a new subdivision 2-a to read as follows:
    3    2-A.  NOTWITHSTANDING ANY OTHER PROVISIONS OF THIS LAW OR ANY GENERAL,
    4  SPECIAL OR LOCAL LAW TO THE CONTRARY, CITIES WITH A  POPULATION  OF  ONE
    5  MILLION  OR  MORE  MAY BY LOCAL LAW ESTABLISH A POINT CREDIT ON THE OPEN
    6  COMPETITIVE FIRE FIGHTER EXAMINATION BASED ON APPLICANTS'  RESIDENCY  IN
    7  SUCH  CITY  AND TO DETERMINE THE CRITERIA FOR ELIGIBILITY FOR SUCH POINT
    8  CREDIT.
    9    S 2. This act shall take effect immediately.
