       AN  ACT  to  amend  the education law, in relation to a regional cost of
         living adjustment on state aid to school districts
         THE PEOPLE OF THE STATE OF NEW YORK, REPRESENTED IN SENATE AND  ASSEM-
       BLY, DO ENACT AS FOLLOWS:
    1    Section  1.  Section  3602 of the education law is amended by adding a
    2  new subdivision 40 to read as follows:
    3    40. NOTWITHSTANDING ANY CONTRARY PROVISION OF LAW, ALL  STATE  AID  TO
    4  EDUCATION  PROVIDED  PURSUANT TO THE PROVISIONS OF THIS SECTION SHALL BE
    5  FURTHER COMPUTED BY APPLYING AN ADJUSTMENT FOR REGIONAL COSTS OF  LIVING
    6  BASED  UPON  THE  CONSUMER  PRICE INDEX PROMULGATED BY THE UNITED STATES
    7  DEPARTMENT OF LABOR.
    8    S 2. This act shall take effect on the first of July  next  succeeding
    9  the date on which it shall have become a law.
