       AN ACT to authorize fishing without a permit by non-commercial fishermen
         during the July 4, 2013 weekend
         THE PEOPLE OF THE STATE OF NEW YORK, REPRESENTED IN SENATE AND  ASSEM-
       BLY, DO ENACT AS FOLLOWS:
    1    Section  1. It is the intent of the legislature to encourage people to
    2  enjoy one of New York state's most valued world class sporting  opportu-
    3  nities,  fishing  in  the  waters  of  the state. In furtherance of this
    4  intent, the legislature declares the July 4th holiday weekend  to  be  a
    5  "Fish for Free weekend".
    6    S  2.  Notwithstanding any law, rule or regulation to the contrary, no
    7  non-commercial fisherman shall be required to obtain a permit to fish in
    8  the waters of New York state during the period commencing Thursday, July
    9  4, 2013 through Sunday, July 7, 2013.
   10    S 3. This act shall take effect immediately.
