       AN ACT to amend the labor law, in relation to placing noise restrictions
         on coin and paper counting devices
         THE  PEOPLE OF THE STATE OF NEW YORK, REPRESENTED IN SENATE AND ASSEM-
       BLY, DO ENACT AS FOLLOWS:
    1    Section 1. The labor law is amended by adding a new section  202-l  to
    2  read as follows:
    3    S  202-L.  COIN  AND  PAPER COUNTING DEVICES. 1.  THE COMMISSIONER MAY
    4  PROMULGATE SUCH RULES AND REGULATIONS  GOVERNING  THE  A-WEIGHTED  SOUND
    5  LEVEL  OF  THE  OPERATIONS OF COIN AND PAPER COUNTING DEVICES THAT HE OR
    6  SHE FINDS NECESSARY FOR THE PROTECTION OF THE LIVES, HEALTH, AND  SAFETY
    7  OF EMPLOYEES AND OF PERSONS LAWFULLY USING SUCH MACHINES.
    8    2. FOR THE PURPOSES OF THIS SECTION:
    9    (A)  "COIN  AND PAPER COUNTING DEVICES" SHALL MEAN A MACHINE THAT USES
   10  MECHANICAL AND/OR ELECTRONIC COMPONENTS TO COUNT MONEY.
   11    (B) "A-WEIGHTED SOUND LEVEL" SHALL MEAN THE SOUND PRESSURE LEVEL MEAS-
   12  URED BY THE USE OF AN INSTRUMENT WITH THE METERING  CHARACTERISTICS  AND
   13  A-WEIGHTING  FREQUENCY  RESPONSE  PRESCRIBED BY SOUND LEVEL METERS USING
   14  THE IMPULSE RESPONSE MODE.
   15    (C) "SOUND PRESSURE LEVEL" SHALL MEAN TWENTY TIMES  THE  LOGARITHM  TO
   16  THE  BASE  TEN OF THE RATIO OF THE ROOT MEAN SQUARED PRESSURE OF A SOUND
   17  TO A REFERENCE PRESSURE OF TWENTY MICROPASCALS. THE UNIT APPLIED TO THIS
   18  MEASURE SHALL BE THE DECIBEL (DB).
   19    S 2. This act shall take effect immediately.
