          tee on Agriculture

        AN ACT to  amend  the  agriculture  and  markets  law,  in  relation  to
          strengthening  enforcement  efforts  of  the state's anti-slaughter of
          race horses and race horse breeding stock law

          The People of the State of New York, represented in Senate and  Assem-
        bly, do enact as follows:

     1    Section  1.  Section 382 of the agriculture and markets law is amended
     2  by adding a new subdivision 9 to read as follows:
     3    9. All corporations, associations, or other entities offering for sale
     4  or purchase, thoroughbred or standardbred  horses,  including  livestock
     5  auction  houses  must  have  signage  conspicuously  posted, which shall
     6  reference that it is illegal to sell or transfer a thoroughbred or stan-
     7  dardbred race horse or breeding stock for the purposes of slaughter  and
     8  explicitly  state  the  penalties  associated with the violation of this
     9  section. Such signage shall occur no later than ninety  days  after  the
    10  effective date of this subdivision.
    11    §  2.  The  agriculture  and  markets  law  is amended by adding a new
    12  section 385 to read as follows:
    13    § 385. Requirements for live auctions. The department  shall  have  an
    14  agent  present  at  each  livestock auction where horses are being sold.
    15  Such agent shall be charged with the review of all  health  certificates
    16  for all thoroughbred and standardbred horses sold.
    17    § 3. This act shall take effect immediately.
