        Introduced  by M. of A. BLAKE, MOSLEY, COOK -- read once and referred to
          the Committee on Education -- recommitted to the Committee  on  Educa-
          tion  in  accordance  with  Assembly  Rule  3,  sec.  2  --  committee
          discharged, bill amended, ordered reprinted as amended and recommitted
          to said committee
        AN ACT to amend the education law, in relation to requiring a  study  of
          the educational model at The Eagle Academy and developing an education
          program to be utilized by certain schools
          The  People of the State of New York, represented in Senate and Assem-
        bly, do enact as follows:
     1    Section 1. Section 305 of the education law is amended by adding a new
     2  subdivision 55 to read as follows:
     3    55. a. The commissioner shall undertake a study to evaluate the educa-
     4  tional model at The Eagle Academy located in the city of New York, which
     5  will include an analysis of the academy's  curriculum  and  approach  to
     6  professional development.
     7    b. The commissioner's study shall identify the following information:
     8    (i)  The  lessons,  academic content, and specific courses or programs
     9  offered at the academy;
    10    (ii) The areas of the academy's educational model contributing most to
    11  the success or failure of students; and
    12    (iii) The training, content knowledge and instructive skills of teach-
    13  ers at the academy.
    14    c. The study required pursuant to  paragraph  a  of  this  subdivision
    15  shall  result  in  a  report, which shall detail a new education program
    16  based on the academy's curriculum and approach to professional  develop-
    17  ment.  The  report shall be distributed to public schools throughout the
    18  state whose minority and low-income students constitute the majority  of
    19  the  student  body.  For  the purpose of this subdivision, "minority and
    20  low-income students" shall mean students  from  groups  that  have  been
