       AN ACT to amend the correction law, in relation to  limiting  rates  for
         telephone  calls  from correctional facilities and providing for state
         contracts for telephone service
         THE PEOPLE OF THE STATE OF NEW YORK, REPRESENTED IN SENATE AND  ASSEM-
       BLY, DO ENACT AS FOLLOWS:
    1    Section  1.  The correction law is amended by adding a new section 624
    2  to read as follows:
    3    S 624. TELEPHONE CALLS FROM CORRECTIONAL FACILITIES. 1.  NOTWITHSTAND-
    4  ING ANY OTHER LAW, RULE OR REGULATION TO THE CONTRARY,  THE  CHARGE  FOR
    5  LOCAL  AND  LONG  DISTANCE  TELEPHONE CALLS FROM CORRECTIONAL FACILITIES
    6  SHALL BE COMPARABLE TO THE RATES FOR SUCH CALLS IN THE  COMMUNITY  WHERE
    7  THE FACILITY IS LOCATED.
    8    2.  NOTWITHSTANDING ANY OTHER LAW, RULE OR REGULATION TO THE CONTRARY,
    9  THE DEPARTMENT SHALL MAKE CONTRACTS FOR TELEPHONE  SERVICE  FOR  CORREC-
   10  TIONAL  FACILITIES  ON  THE  BASIS OF THE LOWEST COST TO INMATES OF SUCH
   11  FACILITIES WHO USE SAID TELEPHONE.
   12    S 2. This act shall take effect immediately.
