          tee on Ways and Means
        AN  ACT relating to funding for highway construction and improvements in
          western New York
          The People of the State of New York, represented in Senate and  Assem-
        bly, do enact as follows:
     1    Section 1. The sum of one billion dollars ($1,000,000,000), or so much
     2  thereof  as  may be necessary, is hereby appropriated to the highway and
     3  bridge capital account of the dedicated highway and bridge  trust  fund,
     4  out  of  any  moneys  appropriated  to  the  metropolitan transportation
     5  authority in the 2016-2017  state  fiscal  plan,  and  made  immediately
     6  available  for construction, reconstruction, enhancement and improvement
     7  of state, county, town, city, and village roads, highways, parkways, and
     8  bridges thereon in the western portion of the state,  from  the  eastern
     9  boundary  of  the  city  of  Rochester to the western border of New York
    10  state. Such moneys shall be payable on the  audit  and  warrant  of  the
    11  comptroller  on  vouchers  certified  or approved by the commissioner of
    12  transportation in the manner prescribed by law.
    13    § 2. This act shall take effect April 1, 2017.
