       AN ACT to amend chapter 429 of the laws of 2014,  amending  the  vehicle
         and  traffic  law  relating to prohibiting the imposition of any addi-
         tional fee for a veteran's distinguishing mark on a  non-driver  iden-
         tification  card  or a driver's license, in relation to the effective-
         ness thereof
         THE PEOPLE OF THE STATE OF NEW YORK, REPRESENTED IN SENATE AND  ASSEM-
       BLY, DO ENACT AS FOLLOWS:
    1    Section  1. Section 3 of chapter 429 of the laws of 2014, amending the
    2  vehicle and traffic law relating to prohibiting the  imposition  of  any
    3  additional fee for a veteran's distinguishing mark on a non-driver iden-
    4  tification card or a driver's license, is amended to read as follows:
    5    S  3.  This act shall take effect [on the thirtieth day after it shall
    6  have become a law] IMMEDIATELY AND SHALL BE DEEMED TO HAVE BEEN IN  FULL
    7  FORCE  AND  EFFECT  ON THE SAME DATE AS CHAPTER 487 OF THE LAWS OF 2012,
    8  TOOK EFFECT.
    9    S 2. This act shall take effect immediately; provided  that  no  later
   10  than  ninety days after chapter 429 of the laws of 2014 takes effect the
   11  commissioner of the department of motor vehicles shall commence to issue
   12  refunds of fees paid by applicants on or after October  3,  2012  solely
   13  for  adding  a  veteran's  distinguishing  mark to a driver's license or
   14  non-driver identification card.
