       AN ACT to amend the executive law and the  New  York  city  charter,  in
         relation to public dissemination of local disaster preparedness plans
         THE  PEOPLE OF THE STATE OF NEW YORK, REPRESENTED IN SENATE AND ASSEM-
       BLY, DO ENACT AS FOLLOWS:
    1    Section 1. Subdivision 6 of  section  23  of  the  executive  law,  as
    2  amended  by  section  4  of part B of chapter 56 of the laws of 2010, is
    3  amended to read as follows:
    4    6. All plans for comprehensive emergency management developed by local
    5  governments or any revisions thereto shall be submitted to  the  commis-
    6  sion  by  December thirty-first of each year to facilitate state coordi-
    7  nation of disaster operations. COPIES OF SUCH PLANS SHALL BE MADE AVAIL-
    8  ABLE TO THE RESIDENTS OF SUCH LOCAL GOVERNMENTS. NO FEE FOR SUCH  COPIES
    9  SHALL BE CHARGED.
   10    S  2.  Subdivision  d  of section 497 of the New York city charter, as
   11  added by a vote of the people of the city of New  York  at  the  general
   12  election  held  in  November of 2001, section 3 of proposal number 6, is
   13  amended to read as follows:
   14    d. prepare plans for responding to emergency conditions and  potential
   15  incidents,  including but not limited to plans for the implementation of
   16  such emergency orders as may be approved by the mayor to protect  public
   17  safety  and  facilitate  the rapid response and mobilization of agencies
   18  and  resources,  AND  MAKE  FREE  COPIES  OF  SUCH  PLANS  AVAILABLE  TO
   19  RESIDENTS;
   20    S  3.  This  act shall take effect on the thirtieth day after it shall
   21  have become a law.
