          the Committee on Election Law

        AN ACT to amend the election law, in relation to  requiring  the  county
          seat  in  Seneca  county to have at least one polling place designated
          for early voting

          The People of the State of New York, represented in Senate and  Assem-
        bly, do enact as follows:

     1    Section  1.  Paragraph  (a)  of  subdivision 2 of section 8-600 of the
     2  election law, as amended by chapter 344 of the laws of 2020, is  amended
     3  to read as follows:
     4    (a)  The  board  of elections shall designate polling places for early
     5  voting, which may include the offices of the  board  of  elections,  for
     6  persons  to  vote  early pursuant to this title; provided, however, that
     7  the municipality with the highest population in each county based on the
     8  latest federal decennial census, or the county seat  in  Seneca  county,
     9  shall  have  at least one polling place designated for early voting, and
    10  to the extent practicable if such municipality has public transportation
    11  routes, such polling place shall be situated along  such  transportation
    12  routes.  There  shall be so designated at least one early voting polling
    13  place for every full increment of fifty thousand  registered  voters  in
    14  each county; provided, however, the number of early voting polling plac-
    15  es  in  a  county  shall  not  be required to be greater than ten unless
    16  required by any other provision of law, and a  county  with  fewer  than
    17  fifty  thousand  voters  shall  have  at  least one early voting polling
    18  place.
    19    § 2. This act shall take effect immediately.
