       AN ACT to amend the environmental conservation law, in relation  to  fee
         exemptions for disabled veterans
         THE  PEOPLE OF THE STATE OF NEW YORK, REPRESENTED IN SENATE AND ASSEM-
       BLY, DO ENACT AS FOLLOWS:
    1    Section 1. Section 11-0715 of the environmental  conservation  law  is
    2  amended by adding a new subdivision 2-a to read as follows:
    3    2-A.  NOTWITHSTANDING THE OTHER PROVISIONS OF THIS SECTION, ANY FORMER
    4  MEMBER OF THE UNITED STATES ARMED FORCES WITH A DISABILITY, IRRESPECTIVE
    5  OF RESIDENCY, IS ENTITLED TO SEVEN DAYS OF SPORTING ACTIVITY IN NEW YORK
    6  STATE, TO BE USED AT ANYTIME DECIDED UPON BY SUCH PERSON,  DURING  WHICH
    7  HE  OR  SHE  SHALL BE AUTHORIZED WITHOUT CHARGE TO PARTAKE IN ANY OF THE
    8  ACTIVITIES NORMALLY REQUIRING EITHER  A  LICENSE  OR  PERMIT  UNDER  THE
    9  PROVISIONS OF THIS ARTICLE.
   10    THE COMMISSIONER SHALL DETERMINE WHAT CONSTITUTES A DISABILITY FOR THE
   11  PURPOSES  OF THIS SUBDIVISION AND SHALL ADOPT SUCH RULES AND REGULATIONS
   12  NECESSARY FOR THE IMPLEMENTATION OF THIS SUBDIVISION.
   13    S 2. This act shall take effect on the thirtieth day  after  it  shall
   14  have become a law.
