        AN  ACT  to  require the commissioner of education, in consultation with
          the department of labor and any other appropriate agency,  to  produce
          an  annual  report regarding state workforce projections and education
          credential production; and providing for the repeal of such provisions
          upon expiration thereof

          The People of the State of New York, represented in Senate and  Assem-
        bly, do enact as follows:

     1    Section  1.  The  commissioner  of education, in consultation with the
     2  department of labor and any other appropriate agency, shall  produce  an
     3  annual  report regarding state workforce need projections and credential
     4  production. The report shall:
     5    a. indicate the state's anticipated workforce needs for the next  four
     6  years  and  the  number  of degrees, certificates, and other credentials
     7  that institutions of higher education and vocational schools  expect  to
     8  issue over the next four years;
     9    b.  indicate  the  state's anticipated number of degrees, certificates
    10  and other credentials that high school vocational programs,  apprentice-
    11  ship programs and other workforce training programs expect to issue over
    12  the next four years;
    13    c. identify any workforce needs, including areas of specialization and
    14  levels  of  experience within a particular vocation, that may not be met
    15  by current education, training, and apprenticeship programs;
    16    d.   determine  whether  additional  career  and  technical  education
    17  programs are needed to help fill identified workforce needs;
    18    e.  identify  institutions  that  can meet the workforce needs through
    19  expansion of existing programs or by developing new programs; and
    20    f. determine whether the education department, in conjunction with the
    21  department of labor, can make future information, studied  and  provided

     1  for under this act, available on a real-time basis, including a determi-
     2  nation  of  the  funds needed to implement such a system, the ability of
     3  current technology to accomplish real-time reporting, the need  for  any
     4  new  technology  to aid in real-time reporting, and the benefit provided
     5  to employers, employees, and educators in providing such information  on
     6  a real-time basis.
     7    §  2.  On  or  before  January 1, 2022, and every year thereafter, the
     8  commissioner of education shall submit a report to the governor,  tempo-
     9  rary  president  of  the  senate,  the  speaker of the assembly, and the
    10  chairs of the education committees of the assembly and the senate of the
    11  findings made pursuant to section one of this act, and include recommen-
    12  dations to expand programs to meet workforce needs.  Such  report  shall
    13  also  include legislative proposals as such commissioner deems necessary
    14  to implement his or her recommendations.
    15    § 3. This act shall take effect immediately and shall  expire  and  be
    16  deemed repealed four years after such date.
