       AN  ACT  to  amend  the  public  authorities law, in relation to certain
         charges for the use of public highways in cities having  a  population
         in excess of one million
         THE  PEOPLE OF THE STATE OF NEW YORK, REPRESENTED IN SENATE AND ASSEM-
       BLY, DO ENACT AS FOLLOWS:
    1    Section 1. Article 9 of the  public  authorities  law  is  amended  by
    2  adding a new title 13 to read as follows:
    3                                   TITLE 13
    4               MISCELLANEOUS FEES, PERMITS, TAXES AND LICENSES
    5  SECTION 2990. CERTAIN CHARGES FOR THE USE OF PUBLIC HIGHWAYS.
    6    S  2990. CERTAIN CHARGES FOR THE USE OF PUBLIC HIGHWAYS. THE AUTHORITY
    7  GRANTED TO CITIES WITH A POPULATION OF ONE MILLION OR MORE, BY PARAGRAPH
    8  FOUR OF SUBDIVISION (A) OF SECTION  SIXTEEN  HUNDRED  FORTY-TWO  OF  THE
    9  VEHICLE AND TRAFFIC LAW SHALL APPLY ONLY TO TOLLS, TAXES, FEES, LICENSES
   10  OR PERMITS IMPOSED PRIOR TO JUNE THIRTIETH, TWO THOUSAND THIRTEEN.
   11    S 2. This act shall take effect immediately.
