       AN ACT to amend the election law, in relation to absentee voting
         THE PEOPLE OF THE STATE OF NEW YORK, REPRESENTED IN SENATE AND  ASSEM-
       BLY, DO ENACT AS FOLLOWS:
    1    Section  1.  Section  8-400 of the election law is amended by adding a
    2  new subdivision 11 to read as follows:
    3    11. NOTWITHSTANDING ANY OTHER PROVISION OF LAW, A QUALIFIED  VOTER  IN
    4  ANY  VILLAGE,  TOWN,  CITY,  OR  SCHOOL OR FIRE DISTRICT MAY VOTE IN ANY
    5  SPECIAL ELECTION, DISTRICT ELECTION  OR  LOCAL  REFERENDUM  BY  ABSENTEE
    6  BALLOT PURSUANT TO THIS SECTION.
    7    S  2. This act shall take effect on the first of January next succeed-
    8  ing the date on which it shall have become a law.
