        AN ACT to amend the agriculture and markets  law,  in  relation  to  the
          promotion of New York state animal and plant fiber

          The  People of the State of New York, represented in Senate and Assem-
        bly, do enact as follows:

     1    Section 1. Section 16 of the agriculture and markets law is amended by
     2  adding a new subdivision 2-g to read as follows:
     3    2-g. Aid, in cooperation with the department of economic  development,
     4  in the promotion, marketing and sale, both within and outside the state,
     5  of  New  York  state  animal and plant fiber and products made from such
     6  fiber.  For the purposes of this subdivision animal fiber means  natural
     7  fibers  that  are  obtained  from animals including, but not limited to,
     8  hair, fur, or skin secretions that are spun, woven, or otherwise manipu-
     9  lated to create textile products, and plant fiber means  natural  fibers
    10  that  are  obtained  from  plants  and  used  to create textile products
    11  including, but not limited to, hemp. Such aid shall include, but not  be
    12  limited to:
    13    (a)  the  opportunity  for producers of animal and plant fibers in the
    14  state to participate in programs that offer seals or  logos  identifying
    15  such  fibers as grown in New York state and certified for their quality,
    16  for product labeling, advertising, and displays; and
    17    (b) the development of educational materials about  animal  and  plant
    18  fiber,  especially  for  young  people,  in cooperation with cooperative
    19  extension, boards of cooperative educational services, local fairs,  and
    20  the state fair.
    21    § 2. This act shall take effect immediately.
