FISCAL NOTE.--Pursuant to Legislative Law, Section 50:
This bill would allow certain employees in the State Office of Fire
Prevention and Control to transfer to the New York State and Local
Police and Fire Retirement System and to be covered by the provisions of
Section 384-d, the twenty (20) year half pay retirement plan.
If this bill is enacted, we anticipate that there will be an increase
of approximately $570,000 in the annual contributions of the State of
New York for the fiscal year ending March 31, 2014.
In addition to the annual contributions discussed above, there will be
an immediate past service cost of approximately $4.67 million which
would be borne by the State of New York as a one time payment, assuming
       a payment date of March 1, 2014.
It should be noted that in addition to the increase in annual contrib-
utions given above, there would be increases in annual contributions for
future members who would be Tier 6 members of the New York State and
Local Police and Fire Retirement System rather than Tier 6 members of
the New York State and Local Employees' Retirement System.
These estimated costs are based on one hundred (100) affected State
Office of Fire Prevention and Control employees, with a total estimated
salary of approximately $6.8 million for the fiscal year ending March
       31, 2012.
