STATE OF NEW YORK ________________________________________________________________________ 5256 2023-2024 Regular Sessions IN ASSEMBLY March 7, 2023 ___________ Introduced by M. of A. STIRPE -- read once and referred to the Committee on Governmental Operations AN ACT to amend the executive law, in relation to providing technical assistance to any municipality that has had a college or university close within such municipality The People of the State of New York, represented in Senate and Assem- bly, do enact as follows: 1 Section 1. Section 153 of the executive law is amended by adding a new 2 subdivision 4 to read as follows: 3 4. To provide to any municipality, upon request, in cooperation with 4 the department of economic development and the department of education, 5 technical assistance in the event of a college or university closing in 6 such municipality, on topics including but not limited to: 7 (a) workforce transition and development; 8 (b) attracting new employers and economic opportunities; 9 (c) developing plans for the land and buildings formerly occupied by 10 such college or university; and 11 (d) recommendations and planning assistance for dealing with creditors 12 and other entities having a financial interest in such college or 13 university's assets located in such municipality, provided, however, 14 that the state shall not become a party to any legal proceedings pursu- 15 ant to this subdivision. 16 § 2.
