       AN ACT to amend the public health law, in relation to requiring pregnant
         patients to be informed about the donation  of  postnatal  tissue  and
         fluids
         THE  PEOPLE OF THE STATE OF NEW YORK, REPRESENTED IN SENATE AND ASSEM-
       BLY, DO ENACT AS FOLLOWS:
    1    Section 1. Subdivision 1 of section 206 of the public  health  law  is
    2  amended by adding a new paragraph (s) to read as follows:
    3    (S)  BY RULE AND REGULATION, REQUIRE THAT ALL PHYSICIANS AND HOSPITALS
    4  INFORM PREGNANT PATIENTS OF THE FULL RANGE OF OPTIONS  FOR  DONATION  OF
    5  POSTNATAL TISSUE AND FLUIDS NO LATER THAN THIRTY DAYS FROM THE COMMENCE-
    6  MENT  OF  SUCH  PATIENTS'  THIRD  TRIMESTER OF PREGNANCY OR AT THE FIRST
    7  CONSULTATION BETWEEN THE ATTENDING PHYSICIAN OR THE HOSPITAL,  WHICHEVER
    8  IS LATER.
    9    S 2. This act shall take effect on the one hundred twentieth day after
   10  it  shall  have become a law. Effective immediately the addition, amend-
   11  ment and/or repeal of any rule or regulation necessary for the implemen-
   12  tation of this act on its effective date is authorized and  directed  to
   13  be made on or before such date.
