       AN ACT to amend the education law, in relation to the  wearing  of  seat
         belts in certain vehicles used to transport pupils to or from school
         THE  PEOPLE OF THE STATE OF NEW YORK, REPRESENTED IN SENATE AND ASSEM-
       BLY, DO ENACT AS FOLLOWS:
    1    Section 1. Subdivision 1 of section  3623  of  the  education  law  is
    2  amended by adding a new paragraph d to read as follows:
    3    D. NO VAN OR SUBURBAN MOTOR VEHICLE SHALL BE OPERATED IN THE TRANSPOR-
    4  TATION OF PUPILS TO OR FROM SCHOOL UNLESS ALL PASSENGERS IN SUCH VEHICLE
    5  ARE PROPERLY UTILIZING APPROVED SEAT BELTS.
    6    S  2.  This  act  shall  take  effect  on  the first of September next
    7  succeeding the date on which it shall have become a law.
