O'DONNELL -- read once and referred to the Committee on Ways and Means AN ACT to amend chapter 54 of the laws of 2022, enacting the capital projects budget, in relation to making technical corrections thereto The People of the State of New York, represented in Senate and Assem- bly, do enact as follows: 1 Section 1. LBD06511-01-3A. 5032 2 1 For competitive grants to provide safety and 2 security projects at nonprofit organiza- 3 tions or small business as defined by 4 section 131 of the economic development 5 law at risk of hate crimes or attacks 6 including, but not limited to, at a facil- 7 ity, virtually or on the internet because 8 of their ideology, beliefs or mission. 9 Provided that an assessment of facilities 10 at risk may include, but not be limited 11 to, considerations of the vulnerabilities 12 of the organization based on its location 13 and membership, and the potential conse- 14 quences of a hate crime or attack at the 15 facility. Recipients of such grants shall 16 be entitled to use such funds to purchase 17 commodities, services, and technology 18 through centralized contracts established 19 by the office of general services under 20 section 163 of the state finance law, and 21 such recipients shall be deemed for such 22 purpose to be authorized users within the 23 meaning of paragraph k of subdivision 1 of 24 section 163 of the state finance law. All 25 or a portion of the funds appropriated 26 herein may be suballocated to any depart- 27 ment or agency (CJSS2208) ................... 25,000,000 28 § 2. This act shall take effect immediately and shall be deemed to 29 have been in full force and effect on and after April 1, 2022.
