       AN ACT to amend the administrative code of the  city  of  New  York,  in
         relation   to   requiring   agencies  conducting  street  or  sidewalk
         construction to post signs at work sites identifying  the  responsible
         agency and its contact information
         THE  PEOPLE OF THE STATE OF NEW YORK, REPRESENTED IN SENATE AND ASSEM-
       BLY, DO ENACT AS FOLLOWS:
    1    Section 1. The administrative code of the city of New York is  amended
    2  by adding a new section 19-154 to read as follows:
    3    S  19-154  SIGNS  POSTED AT STREET OR SIDEWALK CONSTRUCTION WORK SITES
    4  IDENTIFYING RESPONSIBLE AGENCY AND CONTACT INFORMATION. A. ANY AGENCY OR
    5  ENTITY THAT CONDUCTS STREET OR SIDEWALK CONSTRUCTION SHALL POST  ONE  OR
    6  MORE SIGNS AT EACH CONSTRUCTION WORK SITE SUMMARIZING:
    7    1. THE NAME AND CONTACT INFORMATION OF THE RESPONSIBLE AGENCY OR ENTI-
    8  TY  CONDUCTING  OR  OVERSEEING  CONSTRUCTION  AT  SUCH WORK SITE AND ANY
    9  PERMIT NUMBERS FOR SUCH CONSTRUCTION; AND
   10    2.  THE  ESTIMATED  DATES  OF  COMMENCEMENT  AND  COMPLETION  OF  SUCH
   11  CONSTRUCTION WORK.
   12    B. EVERY SIGN REQUIRED PURSUANT TO SUBDIVISION A OF THIS SECTION:
   13    1. SHALL BE POSTED PRIOR TO THE COMMENCEMENT OF CONSTRUCTION; AND
   14    2. SHALL REMAIN POSTED UNTIL THE COMPLETION OF SUCH CONSTRUCTION; AND
   15    3. SHALL BE POSTED IN A CONSPICUOUS MANNER; AND
   16    4. SHALL BE MADE OF A DURABLE MATERIAL CAPABLE OF WITHSTANDING OUTDOOR
   17  CLIMATIC  CONDITIONS,  WITH  LETTERS  BEING AT LEAST TWO INCHES HIGH AND
        EXPLANATION--Matter in ITALICS (underscored) is new; matter in brackets

    1  HAVING A STROKE OF AT LEAST ONE-HALF INCH. THE  LETTERS  AND  BACKGROUND
    2  SHALL BE CONTRASTING COLORS.
    3    C.  THE COMMISSIONER IS AUTHORIZED TO PROMULGATE RULES AND REGULATIONS
    4  NECESSARY TO IMPLEMENT THE PROVISIONS OF THIS SECTION.
    5    S 2. Subdivision b of section 19-109 of the administrative code of the
    6  city of New York, as added by local law number 104 of the  city  of  New
    7  York for the year 1993, is amended to read as follows:
    8    b.  Required  signs.  Legible  signs shall be displayed at the site of
    9  such work in accordance with [the rules of  the  department,  indicating
   10  thereon  the  name of the permittee, the name of the person for whom the
   11  work is being done and the names  of  any  contractors,  when  employed]
   12  SECTION 19-154 OF THIS SUBCHAPTER.
   13    S 3. This act shall take effect immediately.
