       AN  ACT  to  amend the public authorities law, in relation to permitting
         persons sixty-five years of age or over and all persons who are  disa-
         bled  or  handicapped  to  use the commuter railroad facilities of the
         Metropolitan transportation authority at half fare
         THE PEOPLE OF THE STATE OF NEW YORK, REPRESENTED IN SENATE AND  ASSEM-
       BLY, DO ENACT AS FOLLOWS:
    1    Section  1.   Section 1266 of the public authorities law is amended by
    2  adding a new subdivision 3-b to read as follows:
    3    3-B.  THE AUTHORITY IS HEREBY PROHIBITED FROM DISCONTINUING OR  REDUC-
    4  ING STANDARDS AND PROCEDURES WHEREBY ALL PERSONS SIXTY-FIVE YEARS OF AGE
    5  OR OVER AND ALL PERSONS WHO ARE DISABLED OR HANDICAPPED SHALL BE PERMIT-
    6  TED  TO  USE THE FACILITIES OF THE COMMUTER RAILROADS UNDER THE AUTHORI-
    7  TY'S CONTROL AT A REDUCTION OF ONE-HALF OF THE CHARGE FOR A SINGLE  TRIP
    8  TICKET.
    9    S 2.  This act shall take effect immediately.
