       AN  ACT  to  amend  the  administrative code of the city of New York, in
         relation to defining instances of harassment
         THE PEOPLE OF THE STATE OF NEW YORK, REPRESENTED IN SENATE AND  ASSEM-
       BLY, DO ENACT AS FOLLOWS:
    1    Section  1.  Paragraph  10  of  subdivision c of section 26-511 of the
    2  administrative code of the city of  New  York  is  amended  to  read  as
    3  follows:
    4    (10)  specifically  provides that if an owner fails to comply with any
    5  order of the commissioner or  is  found  by  the  commissioner  to  have
    6  harassed a tenant to obtain vacancy of his or her housing accommodation,
    7  he  or she shall, in addition to being subject to any other penalties or
    8  remedies permitted by law, be barred thereafter  from  applying  for  or
    9  collecting  any further rent increase.  THE CODE SHALL DEFINE HARASSMENT
   10  TO INCLUDE ANY ATTEMPT BY THE OWNER TO INTERFERE WITH A TENANT'S EMPLOY-
   11  MENT SITUATION THROUGH DIRECT OR  INDIRECT  CONTACT  WITH  THE  TENANT'S
   12  EMPLOYER  ON  MATTERS REGARDING THE TENANCY. The compliance by the owner
   13  with the order of the commissioner or  the  restoration  of  the  tenant
   14  subject  to  harassment  to the housing accommodation or compliance with
   15  such other remedy as shall be  determined  by  the  commissioner  to  be
   16  appropriate  shall  result  in the prospective elimination of such sanc-
   17  tions;
   18    S 2. This act shall take effect immediately provided however that  the
   19  amendments  to  paragraph  10  of subdivision c of section 26-511 of the
   20  rent stabilization law of nineteen hundred sixty-nine  made  by  section
   21  one  of  this  act shall expire on the same date as such law expires and
   22  shall not affect the expiration of such law as  provided  under  section
   23  26-520 of such law.
