        AN ACT to amend the election law, in relation to removing  the  require-
          ment of a sworn statement administered by a notary public for purposes
          of petitions

          The  People of the State of New York, represented in Senate and Assem-
        bly, do enact as follows:

     1    Section 1. Subdivision 3 of section 6-132  of  the  election  law,  as
     2  amended  by  chapter  106  of  the  laws  of 2017, is amended to read as
     3  follows:
     4    3. In lieu of the signed statement of a witness who is a  duly  quali-
     5  fied  voter  of  the  state,  the following statement signed by a notary
     6  public or commissioner of deeds shall be accepted:
     7    On the dates above indicated before me personally  came  each  of  the
     8  voters  whose  signatures  appear  on  this  petition  sheet  containing
     9  ............. (fill in number) signatures, who signed same in  my  pres-
    10  ence [and who, being by me duly sworn, each for himself or herself, said
    11  that  the  foregoing  statement  made  and subscribed by him or her, was
    12  true] after inquiry as to whether the person is the same person that  is
    13  listed at that address on information provided by the board of elections
    14  to the  notary public or commissioner of deeds.

    19    § 2. Subdivision 2 of section 6-140 of the election law, as amended by
    20  chapter 106 of the laws of 2017, is amended to read as follows:
    21    2.  In  lieu of the signed statement of a witness who is a duly quali-
    22  fied voter of the state, the following  statement  signed  by  a  notary
    23  public or commissioner of deeds shall be accepted:

     1    On  the  dates  above  indicated before me personally came each of the
     2  voters  whose  signatures  appear  on  this  petition  sheet  containing

     5  the  foregoing  statement  made  and subscribed by him or her, was true]
     6  after inquiry as to whether the person is the same person that is listed

    13    § 3. The closing paragraph of subdivision 1 of section  6-204  of  the
    14  election  law, as separately amended by chapters 106 and 176 of the laws
    15  of 2017, is amended to read as follows:
    16    In lieu of the signed statement of a witness who is a  duly  qualified
    17  voter  of the state qualified to sign the petition, the following state-
    18  ment signed by a notary public shall be accepted:
    19    On the dates above indicated before me personally  came  each  of  the
    20  voters  whose  signatures  appear  on  this  petition  sheet  containing
    21  ............. (fill in number) signatures, who signed same in  my  pres-
    22  ence [and who, being by me duly sworn, each for himself or herself, said
    23  that  the  foregoing  statement  made  and subscribed by him or her, was
    24  true] after inquiry as to whether the person is the same person that  is

    32    § 4. Subdivision 2 of section 6-206 of the election law, as amended by
    33  chapter 447 of the laws of 2006, is amended to read as follows:
    34    2.  In  lieu of the signed statement of a witness who is a duly quali-
    35  fied voter of the state qualified to sign the  petition,  the  following
    36  statement signed by a notary public shall be accepted:
    37    On  the  dates  above  indicated before me personally came each of the
    38  voters   whose   signatures    appear    on    this    petition    sheet
    39  containing ............. (fill in number) signatures, who signed same in
    40  my  presence  [and  who,  being  by  me  duly sworn, each for himself or
