        AN ACT to amend the general business law,  in  relation  to  prohibiting
          online  pet dealers from leasing and financing the sale or adoption of
          an animal

          The People of the State of New York, represented in Senate and  Assem-
        bly, do enact as follows:

     1    Section 1. The general business law is amended by adding a new section
     2  753-g to read as follows:
     3    §  753-g.  Prohibition of leasing or financing the sale or adoption of
     4  an animal. 1. An online pet retailer shall not  offer,  broker,  make  a
     5  referral  for,  or otherwise facilitate a loan or other financing option
     6  for the adoption or sale of a dog, cat or rabbit.
     7    2. For the purposes of this section, "online  pet  retailer"  means  a
     8  person  engaged  in  the  business  of selling dogs, cats or rabbits, at
     9  retail, online through an internet website.
    10    3. This section shall not apply to a loan or  other  financing  option
    11  for the purchase of a service animal.
    12    § 2. This act shall take effect immediately.
