HEVESI, ABINANTI -- read once and referred to the Committee on Corporations, Authorities and Commissions AN ACT directing the public service commission to conduct a study on gas and electric supply prices; and providing for the repeal of such provisions upon expiration thereof THE PEOPLE OF THE STATE OF NEW YORK, REPRESENTED IN SENATE AND ASSEM- BLY, DO ENACT AS FOLLOWS: 1 Section 1. Gas and electric supply price study. a. Within forty-five 2 days of the effective date of this act, the public service commission 3 shall conduct a study in cooperation and consultation with the bulk 4 system operator relating to the cause or causes of increases in consumer 5 prices for gas and electric supply service during the time period 6 commencing on November first, two thousand fifteen and ending on April 7 thirtieth, two thousand sixteen. 8 b. Upon completion and review of the data in connection with the 9 study, the public service commission shall issue a report to the gover- 10 nor and the legislature which shall include recommendations for statuto- 11 ry and regulatory changes that may be implemented in order to mitigate 12 future such increases in gas and electric supply prices. 13 c. Such report shall be completed no later than November fifteenth, 14 two thousand sixteen and copies shall be forwarded to the governor, the 15 temporary president of the senate, the speaker of the assembly, the 16 chair of the senate energy and telecommunications committee, the chair 17 of the assembly energy committee and also posted on the department's 18 website. 19 S 2. This act shall take effect immediately and shall expire and be 20 deemed repealed November 15, 2016.
