STATE OF NEW YORK ________________________________________________________________________ 838 2023-2024 Regular Sessions IN ASSEMBLY January 11, 2023 ___________ Introduced by M. of A. JOYNER -- read once and referred to the Committee on Housing AN ACT to create a task force to review the affordable housing lotteries within the state; and providing for the repeal of such provisions upon expiration thereof The People of the State of New York, represented in Senate and Assem- bly, do enact as follows: 1 Section 1. (a) There is hereby created within the division of housing 2 and community renewal a temporary task force on affordable housing 3 lotteries which, pursuant to the provisions of this section, shall 4 review the affordable housing lotteries within New York state and deter- 5 mine the lotteries' effectiveness and recommend how the lotteries could 6 be improved. 7 (b) The task force shall utilize information collected from organiza- 8 tions, programs and agencies both in New York city and throughout the 9 state to make its recommendations. 10 (c)(i) The members of the task force shall include the commissioner of 11 the division of housing and community renewal or his or her designee; at 12 least two representatives of tenants who have used affordable housing 13 lotteries within New York state; at least two representatives from 14 affordable housing lotteries within New York state; at least one expert 15 on affordable housing lotteries; and any other relevant agency or 16 participant that is deemed appropriate. The commissioner of the division 17 of housing and community renewal or his or her designee shall be desig- 18 nated as the chairperson of such task force and shall select a vice- 19 chairperson and a secretary. 20 (ii) The members of the task force shall receive no compensation for 21 their services but shall be reimbursed for expenses actually and neces- 22 sarily incurred in the performance of their duties. 23 (d) No later than one year after the effective date of this section, 24 the task force shall provide a report to the temporary president of the EXPLANATION--Matter in italics (underscored) is new; matter in brackets [] is old law to be omitted. LBD00716-01-3A. 838 2 1 senate, the minority leader of the senate, the speaker of the assembly, 2 the minority leader of the assembly, the chair of the senate housing, 3 construction and community development committee and the chair of the 4 assembly housing committee. Such report shall include, but not be limit- 5 ed to, the effectiveness of affordable housing lotteries within New York 6 state, how the lotteries can be improved, and recommendations for any 7 other program or policy initiative the task force deems appropriate. The 8 report shall be posted on the websites of the appropriate agencies. 9 § 2. This act shall take effect immediately; provided however that 10 this act shall expire and be deemed repealed 2 years after such date.
